    Hi, new owner here...

On my 130k mile '97 A4 tdi quattro the clutch bites very high up the pedal travel, and when I rest my foot firmly on the pedal, or depress the pedal, the pedal vibrates in time with engine speed. When the clutch is engaged there is no vibration. There is no vibration when slipping the clutch.

Should I be worried or is this normal?

From what I can gather A4's do tend to have have a rather high biting-point......
My own car exhibits what your car does, I've put it down to natural wear and tear on the clutch (115k), though I do get a slight bit of judder too when reversing.
I wouldn't worry too much about it, my last Audi (80 TDi) I thought had a clutch that was going (bit of judder, vibration felt through pedal), but when sold a few months ago was still going strong at 213k miles with the same (original factory) clutch!
