I have a set of alloys refurbed black. The wheels are currently covered in brake dust which doesnt seem to want to come of with just soap. Can someone recommend me an affective cleaner as i have heard stories in the past were the cleaners have stripped the paint.

Thanks in advance

Any of the top brands such as meguiars/autoglym's wheel cleaner spray will eat at brake dust and not remove the paint from a properly finished wheel mate.

There is a cleaning/detailing section by the way, probably get a faster response in there

Valet Pro Dragon's Breath isn't bad... plenty of similar products out there.

Then look at sealing your wheels :).

Seal them with collinite 845, which is a wax by the way or any decent wheel sealant
Then use regular wash and wax and water simples
With regard to the initial shifting of the crud, I would try wonder wheels U, it's a bit kinder than regular wonder wheels which I here can attack finishes if not removed properly or applied to bare aluminium spacers can do funky things to them too, bit is highly effective and cheap.
Just use carefully, and remove properly, take your time and rinse lots
