Certificate of Conformity question

Hi all,

I'm currently considering importing a car from the Republic of Ireland. It was first registered in Ireland in early 2007 - Jan or February. I'm unsure if I will need a Certificate of Conformity. Www.Gov.uk website says "you might not need approval for a vehicle that was first registered or manufactured more than 10 years ago". That's as much guidance as it offers on the subject.

The car has kmph only speedo so I will have to change the decals to read MPH in order to get it through the MOT. I've sourced decals for small money and planning on doing that job myself.

Does anyone know if the car in question will be regarded as being registered more than 10 years ago? Mathematically is was registered more than 10 years ago, as the 10 year anniversary would have been in Jan/Feb 2017. Or does the DVLA consider that more than 10 years is 11 and above?
