Boot lock problem, NOW WITH PIC

I purchased a new boot latch with wiring and new revised rubber bung part for my back wiper to prevent any more leakage, Seemed a simple job to replace.............Then I quickly found out something else was wrong!

It seems to be the metal rod/bar pulley part that's not working as pointed to in this in this picture, Once connected up there seems to be no movement at all,My guess is a solenoids gone somewhere, Any help is appreciated folks.
