alternate use of towing eye

This might be a silly question but I've always wondered why the towing eye (at the back of the car) cannot be used to attach a bike carrier (for those that don't have a tow bar) or why a company hasn't designed one to work with it? I wouldn't imagine it being a strength issue if it is designed for towing

Could be hard and expensive to adopt a bike carrier - weight displacement will be all over the show and would vary from bike to bike etc...

They arnt really any good for towing more for strapping down.
