I could be wrong, but eastern european by the sounds of things..... When we were in Kosovo this was happening everywhere. Its the done thing. Police didn't even care (though we are talking about the same ones that turned a blind eye to ethenic cleansing and mass genocide!!!). Different world. So therefore a different mentality/mindset.
