Yes I'm guessing the card is missing as I bought it second hand
I read on here and checked the menu and it come up as the one below and others have said that its activated and just the card is missing but only certain ones work (apparently)

I got them from Amazon, take a look but I may have had the last ones.
In the description it said new/used (box maybe damaged) for £52 I couldn't leave them there
They came and there was nothing wrong with them so over the moon with the bargain
I believe there the pro kit (road use)
Just fitted eibachs to my 2l tdi s line.
Overall the ride hasn't changed probably got better if anything, stays flat in the corners now unlike before
I believe the ones I got are 35mm too but I had s line suspension so it's not much difference in height which I am slightly disappointed with...

As you said you can tell the difference in the back but not the fronts (if I knew that I wouldn't of bothered with the fronts as there a massive hassle )

The back is abit lower but I can't see much difference in the front if I'm honest
Or it may just be because I'm used to coilovers on everything
I'm thinking a set of 19's or 20's to go on it and hopefully make it look abit better

So I received my pro kit yesterday and managed to fit the rears today after work

As stated If you ring up the insurance company and 'enquire' about it they open a case up and if you don't go ahead with it then it still comes up as a claim.
Therefore I'd get it done myself and not notify them as even if you do that will still be taken as a claim
