For those with similar. Went through the measuring blocks when cold. block 4 timing advance. No advance when engine is cold. The specified changes, the actual does not. As soon as a bit of heat gets into the engine, all good.
Done a lot of searching here and googling. I have a low power issue when my AKE is cold. Struggles to get over 2000-2500 rpm then shoots off quickly after a while. New turbo. All the vitals look ok with VCDS connected, measuring blocks look fine and within spec. No fault codes. I just blocked...
Ok further to the above, i just did the dynamic testing again and sure enough, 2.2 degrees ATDC, so almost spot on.
I tested EGR valve again, and noticeable change in engine note when the EGR is off with MAF reading of 440 (ish)mg down to 130 (ish) mg with EGR fully on.

You test EGR with VCDS. Its a great tool if you have the money to get one. VCDS also often gives you what to expect when you use measuring blocks to read whats going on. When your results differ it can help point you the right way..

Engine speed sensor means it doesnt know the speed so that will stop play. Needle lift sensor, hmm, could be related to no fuel pressure (although you may get fuel not under pressure) at the injector.
In my original post i also noted the Specified MAF readings and actual were way apart. The EGR vacuum solenoid was clogged. Removed, pulled apart, cleaned, back on, now all within specs when running VCDS basic settings for checking the EGR.
Ok, problem solved for future reference. Had to increase the length of the actuator for the turbocharger nozzle. This brought back my N75 duty cycle from 9.9% to 67%. Revs out and no limp mode, spools up well.
How did i diagnose this? Found an obscure thread which said to run the engine up to...

I ran with the MAF disconnected and i still got limp mode, only at slightly higher revs. I also noticed LESS power all through the rev range with the MAF disconnected.
Old turbo had worn bearings (220K Klms) ended with turbine wheel on exhaust side hitting a VNT vain. In the morning i shall upload a picture of the old turbo, it is night here in Australia now so I cant go fanging it up the local hill to do the logs, so i'll gather those in the morning as well...
