You test EGR with VCDS. Its a great tool if you have the money to get one. VCDS also often gives you what to expect when you use measuring blocks to read whats going on. When your results differ it can help point you the right way..

Hmm, Engine speed sensor means it doesnt know the speed so that will stop play. Needle lift sensor, hmm, could be related to no fuel pressure (although you may get fuel not under pressure) at the injector.

In my original post i also noted the Specified MAF readings and actual were way apart. The EGR vacuum solenoid was clogged. Removed, pulled apart, cleaned, back on, now all within specs when running VCDS basic settings for checking the EGR.

Ok, i am having trouble attaching a .csv file. I ran with the MAF disconnected and i still got limp mode, only at slightly higher revs. I also noticed LESS power all through the rev range with the MAF disconnected.
