i would say roughly about an hour, an hour and a half work each side, in a shop, for a trained tech. the boot repair kit...can;t remember, but affordable.

wow, 400? that sounds a lot. even with a new water pump (which i always recommend when the timing belt is anyway done, why take a chance).
i figure 3.5 hours labor times about £60 plus parts.....about £250 without water pump.
sure there was nothing else done?

i'm affraid, but a broken vacuum hose can cause that problem. and to clean the throttle body will help, too. i assume a lot of carbon built up and the flap doesnt close prober.
i'm not sure, but there was a recall in the states (i believe it was called "KU" recall, related to throttle body and...
the B5 is known for faulty front suspension parts, and that can be costly. check the upper and lower control arms and the links. you can do that without a lift. just drive at low speed over a bump and listen to squeak or knocking noises.
also, check the a/c unit. the lcd display likes to fade...
