have you checked the actuator rod to the turbo, i had a similar problem to you and found the lever that the actuator bar connects to was seized solid i had to remove the turbo and strip to fix.
put the wheels back silver, ive had black rims on my last 6 cars and every person that i sold cars to didnt like the black wheels, i personally like them but i think 99% wont and they will assume its been abused
i had this on mine both of my headlights would go off at different times, i bought new oem bulbs and its been fine ever since, i changed mine without removing the bumper also.
it seems a little better when its warm i think although i tend to leave it in drive most the time so i dont really know, i think i am going to block the egr valve off next and see how i go.
since ive had this car its always had a slight misfire on tickover, recently in starting going into limp mode with a po299 fault with was underboost, i checked the turbo out and the actuator lever wasnt moving at all so i removed the turbo and checked the vanes and freed the lever from carbon...
i would try new bulbs first its the cheaper option. i had both lights that use to go out on my b7 avant, i put some new philips xenon bulbs in and its cured the problem
i changed my xenon bulbs on my 2.0 tdi without removing the bumper, i removerd the airbox on the drivers side and power steering bottle on the passenger side, although ive not seen a 3.0 engine bay so im not sure if its the same
