If you sick on the pipe there should be some pressure resistance and the actuator should move, if you suck on the pipe & it's like sucking on a straw your diaphragm is split.

Few possible causes. 1) You're running really cr*p fuel, 2) You're running the fuel too low and sucking up all the crud in your tank, 3) Tandem pump is leaking oil into the fuel line, 4) Injector seals are stuffed and that's all the carbon soot making its way into the fuel return.

The surround is proper chrome plate on metal which makes it a mare to paint. If you can get the chrome stripped, it will need to be etch primed then painted.
