there is a buzzing sound coming from the flap module thing on the inlet manifold... would this stop it from starting??

Turbo has been replaced, injectors removed and refitted, all conectors refitted and checked, pipes cleaned... when you put the key in the ignition and turn to position 2 you hear 3 beeps but no warnings on the dash, the engine turns over but will not fire! any ideas anyone??
