I'm fairly sure it should be behind the wheel arch lip, I have pulled mine over to sit on top of the lip where it meets the sill though to stop the paint from getting chipped (I gave up using touch up paint there, it was worn away in no time).

I agree Nigel, it's an 8.8 rated bolt that has sheared - Elsawin states that it should be tightened to 40Nm for anyone who needs to know (based on a BWA engine code, others may be different).
