I think I can safely say this is the problem.

As per @northpole, both mine were way worse. Give them a good clean up, refit the seals and new gasket and enjoy your new found braking power. One of mine was so bad I had to pour the oil out of it which explained why the braking was so poor. This is how well mine cleaned up afterwards.
