4000 revs in neutral is the rev limit set by the ecu so you can't detonate the engine , so nothing to do with your wire wool. nice sounding car , well done

At slow speed you get more assistance to make the steering lighter so easier to manoeuvre to park etc , and at higher speeds less assistance to give a better feel
