I had a problem in my 99 A3 where the rear high level brake light would work intermittently. It turned out it was a loose connection in the bulb checking unit. Might be worth getting someone to check connections for you?

It's the solenoid on the starter motor - when they start to fail, they don't pull the starter arm away from the flywheel fast enough, which is why you get a very nasty high-pitch whirr (almost a scream!) when this happens.

I think there was a recall about 3 years ago, to get brake pipes replaced, but I'm not sure the problem was exactly as you describe. It would be worth making sure you had the recall work done though.

Well since you seem to be local to Guildford, I'll mention AHAutos&Sons on Slyfield (for general servicing) - a small place but specialises in Audi/VW and tells it straight.
I used there for most services when I had my A3 and will probably use them again with the Skoda.
