Tyre DOT numbers? Boring post

Seen a Mini today with a Hankook tyre with the DOT number 5312!?? How is that possible is it a error perhaps? noo at first I thought maybe it is but then I thought has it got something to do with the Japanese dislike for the number 13 but I coudnt see other manufactures following this , Hankook is Korean but on contis website it also states the first two digits of the DOT code can be between 01 - 53 with no explanation, was the leap year taken into consideration or is it because a year has 52.143 weeks.

Sorry for the long post im just intrested in knowing why. Does anyone know? I know this isint a interesting or exciting post or a hot topic either

It also apply to nuts and bolts and limited production vehicles will skip it too so you can have say 501 of 500 built
