CCTV footage of bump, Access?

My daughter had a small bump in her car, there is an active CCTV camera right where it happened, how can I access footage anyone know or done this before?
We suspect speedingas contributory factor as the speed limit is 20 mph at this junction, can't understand how this car couldn't stop or avoid "if they were doing 20mph?"
They insisted on calling Police to deal with it despite being offered cash for repairs, Police said this was an offence to do this. Anyway, we did a check on webuyanycar and it was valued at £150. The other driver didn't have correct address on their license and could be fined for that.
The car was a real work of art, every wheel had been kerbed to death.
I hope someone can help, no injuries other than pride.
 
If it's an traffic camera, you cannot access it. It is only available to the police.
If it's a private cctv system installed on the building, you can speak to the management/owners but again you might be refused.

Yes, offering cash for the repairs can be offensive, in the law book but it is practiced all the time.
If coppers were involved, than it depends who was at fault. If it was your daughter, she might be charged as "driving with out due care". This will depend agin on collision circumstances, damage and if any eventual injuries were reported on the spot.
If no injuries were claimed straight away, they have 3 or 5 years of time to do that.
Than she had it. Premium will increase regardless as for the next 5 years you have to disclose this claim, accident.

Just to close this thread, the other party contacted my daughter requesting cash settlement of £300, my daughter told her she would pay £150 and she could either accept that or it would go through the insurers. Quite a shrewd move as this will save her a lot of money in the long run in insurance costs but considering the other car was valued at £150 on webuyanycar, it was expensive. All four wheels on the car were kerbed to death, you would have to see it to believe it, must've hit every kerb it's drove past/on/over/into :scared2::scared2::scared2:

The other girl contacted my daughter, she has all conversations recorded. Police only made them exchange details and take photos of damage, money was paid directly to garage doing repairs.
