Power Steering Question

I'm getting the dreaded whine when starting the car, worse when turning left to right.

Removed the power steering fluid cap and the level is right on the max, but when I start the car all the fluid is drained (is this normal?) then when stopped it all comes back up frothy...

EDIT: Found that the power steering lines are leaking so obviously they'll need replaced.
Is there still something else though since it says there is max fluid in it when the car is off and then it all disappearing and reappearing?

No expert mate but whining usually means air in the system and if you have leaking pipes could it be that air is getting in when fluid is not getting out?

Really need to fix the leak first then 'bleed' the system by turning full lock to lock several times whilst making sure the level in the reservoir is topped up.

Hopefully a brainier bod will come along and be more helpful than me.

I'm no expert either but just had a leak in my PAS system too. The whining is caused by the pump sucking in air. I would repair the leak first, drain and refil with fresh fluid and bleed by turning from lock to lock (left to right and back several times). Then you should re-check the level and top up as required when the car is switched off. If you can, check with the vehicle on a ramp as it will save your tyres from flat spotting.
