Running Hot 2.0 TFSI MK2 TT 2007

My Dad has been complaining that his TT's fans are running every-time he turns the engine off, this is new for the car and he has had it for the last 6 years. Air con is off and happens as soon as the engine is turned off if the temp gauge is up to temp, which on the TT is a 90 degrees indicated temp, the fault is no way connected to driving style either, is happening no matter what.

Hooked up VCDS and no errors current or past showing for engine or HVAC. The oil and water are clean, and I can not hear any issues from the engine bay that would indicate water pump concerns. Decided to take it for a spin and read the live data, and despite the temp gauge getting up to 90 and staying solid the live data is coming back with temps of around 105 -110 with normal load at 30-40mph and rising with increased load, but not dropping below 102. The temperature data seems to be smooth and with engine off drops smoothly as the engine cools, so I thinking of ruling out a temperature sensor issue. My next thought would be a faulty thermostat, but every car I have had with a faulty stat results in low temps due to the stack being stuck open, not the other way round? Any advice or other ideas? The car has only done 70k
