The normal shocks used in most cars are twin tube dampers that are gas filled. The gas pressure isn't that high and the area of piston that it's acting on isn't also that large.
If you get a monotube high pressure shock like a Bilsten B6, B8 they come out a lot faster.
As long as there is no leaks then the gas pressure will still be there
