Help Please Whats Wrong With My Dis

Hi can anyone tell me what would cause the problem im having with my dis. A bit of background the car was parked in a garage some 4.5 years ago (with a faulty engine) at the time of parking the car up the dis was fine.The car battery was disconnected at this time, I have now fixed the engine (at long last) but when I put the battery back on the car and turn the ignition on this is how my dis now looks so Im looking for a way to fix this problem

I have done a video of the problem today the 1st half of the vid is the car running it the 2nd part is vcds running tests on it
