Poor handbrake.

My cars handbrake has always been pretty poor, I've replaced the rear disk and pads 2 years ago and it made no noticeable difference. If I am driving along at say 15mph and pull it on as hard as I can (4 clicks) the car slows down very very slowly, it would never lock the wheels. I've adjusted the cable with no help.
 
Is there many miles on it? Cables might have stretched over time. Mine's not too great but hoping adjustment will sort it.
 
Is it secure when parked up? Why you need it to lock up when moving? Would imagine with the weight and decent tyres, it would have to be pretty epic to lock up!

Mine is the same, its not amazing, and I really have to pull on it to lock it secure, as in with 2 hands!!!

It's mostly secure, I can push it though quite easily but it's not rolled anyway yet. I leave it gear to make sure, I asked at m say MOT and they said it was working "ok".
 
Caliper on its way out? My handbrake was crap until the NS rear eventually siezed, new caliper on and its bob on again.
 
Well I had a look this evening. I lifted the rear of the car up and spun both wheels with the handbrake off and they were free. When the handbrake is on 3 clicks, the NSR is very difficult to move, the OSR is a little easier. On 4 clicks I can't turn the NS but the OS feels the same. On the max of 5 clicks, they both feel the same as 4 clicks.

The disks and pads both sides look fine and them brakes were bled fully back in April (no that affects the handbrake of course). The brake dust front both brakes looks pretty even too. Any advice as what to do next?
