both should come on on low speed when aircon is running (not in Econ mode)... if one is not working then it could be the fan itself as there are low/high speed controllers in them... I remember having to do one on a customers car before...

Could be a sensor keep in mind, or for that matter the fan relay unit. Are you handy with a multimeter? Get engine hot try and try and sit something on the accelerator, I used a tool box got it to rev at 2000. Turn air con on cold. See if there's power to the fan if there isn't it's not the fan, if there is, it's the fan.

You could also remove the plug for the large fan and give it direct 12v battery power.
The plug has 3 pins. 1 in the negative and the other 2 are for the 2 different speeds.
Try negative and one speed at a time.
This will tell you if the actual fan is faulty. If the fan works then look at relay/radiator temp sensor.

my big fan recenlty burnt out and i replaced the whole shroud and 2 fans with a used mk4 golf unit. Im sure there will be other models that will fit too. Maybe a beetle or bora/jetta
