The Surgery own you meaning they have right to do what they want with you as long as its ok with THE UNITED KINGDOM plc who own them!

I'm also registered with Audisport.net (as are you). Does that mean we are owned by Audisport.net?
 
So was this vehicle parked on the road or a private land???
If it was on the road with no insurance then your very lucky that it wasn't towed away, any motor proppelled vehicle that is on the public highway with no insurance, can be seized. Documents of insurance then after be produced, payment of compound etc.... before your vehicle is given back.
If you have had to drive it back with no insurance then thats very risky, risking points, fine etc....
Advise to all is when buying a car make sure you get insurance ready and for it to be taxed. I find if a vehicle is not taxed get the previous owner/garage to tax it for you, just accompany them to the post office, or give them the money and get them to do it online.
 
As for the fine, it's not compulsary that you have to pay it, it is a offering that you can argue in court.
It's a jesture to say either pay the amount or attend court and face a possible smaller or larger fine etc..
I personally wouldn't want to go to court and fight it out, not if i had no insurance for a few days and would after declare it. Bearing in mind no papper work to prove otherwise.

The registered Keeper of the vehicle is the person who is keeping the car. The owner of the vehicle is on occasion, a different person. Company cars are generally owned by the company, but kept by the keeper, (the employee). As such, the keeper should by law be on the document, and recorded at DVLA, however, most companies don't want to have their cars registered to the keeper, as it can soon have 3 or 4 (or more) keepers registered to it, with a subsequent loss in value. Just to make a further poiont, Blacks is not the authority on legal issues, it is a set of 3 Blue books called "Stones", and these 3 volumes sit on the desks of both solicitors, and the Clerk of the court, and the magistrated bench. they are in fact the Only legal books on the desks, and any arguments are made referring to them. You do own the car, which is why you have the right to export it if you choose;- fancy suggesting that you would pay for someone else to own it! some people are very good at talking other people into believing in such cobblers! This is how cults in America are formed. This is how religions are able to persuade people to become extremists, Bin Liner spoke very sweetly to thousands, persuading them of all sorts- it didn't make him right!

So...............could the insurance not have been arranged before collection?
 
It has always been my experience that if notification of intended prosecution wasn't delivered within six months of committing said offence, you could not be prosecuted for it ...did that change or did I miss something in the OP?
 
Actually, they have 14 days to issue an NIP, to the registered keeper- which he wasn't- not 6 months, and they did this when they fined him £250! the notice was still issued, but he thought he'd been let off, when he went to collect the car, and they refunded some of the money- it doesn't mean that they can't still take him to court. So it didn't change, and you did miss something! lol
