The registered Keeper of the vehicle is the person who is keeping the car. The owner of the vehicle is on occasion, a different person. Company cars are generally owned by the company, but kept by the keeper, (the employee). As such, the keeper should by law be on the document, and recorded at DVLA, however, most companies don't want to have their cars registered to the keeper, as it can soon have 3 or 4 (or more) keepers registered to it, with a subsequent loss in value.
