Personally I don't think you will get a really decent car for that sort of money, they have become cheap recently, but at the money it is unlikely to have been loved and may become a money pit rather rapidly.
I would steer clear of £4k cars as they are £4k for a reason.

probably way too late - but the facelift happened around 2002/2003 I have a 52 plate and it had some but not all of the upgrades which were:
20mm lower suspension
18" wheels as standard
Xenons
Aero wipers
Nicer shaped rear view mirror
Titanium coloured headlight inserts
Probably missed a few...
For a less expensive solution (eh Sam ;-) a remap should give you a realistic 260bhp and around 300lb/ft
I have had a couple of remaps on my TTR and the Vagcheck (speak to Wak or Morgan) one I currently have is much better than the previous one.

The dash can be repaired for about £160 think company is called cluster repairs (Google it) my firend had it done on his TT and the refurbed the whole thing and he was very happy with it.
I normally have things like the window switches in stock but coincidentally sold the last one yesterday...
Offset on standard 18" wheels is et33 and pcd 5x100 - you will generally find reps come in et35 which is fine but don't go too far above 35 as you may get caliper clearing issues - (I did on et38 and required spacers)

There are a lot of things to look for:
Fully functioning dashpod
Thermostat - Google 49c trick for info on how to do this
Cambelt/ Waterpump/ tensioner all done at correct interval (5 years or 60k)
Door microswitches working properly
Xenons working properly
All dash lights go off and OK comes up...

I would go with this route too, although the waterpump failure is very common the symptoms seem more electrically related to me.

Have you checked it to see if there is anything obviously broken off preventing it locating correctly? I do have a changer instock at the moment and have anothe changer with cassettte coming in within the next two weeks, let me know if I can help.
