Not really the pump and pressure relief valve is in charge of oil pressure and circulation the balance shafts are just smoothness but I believe some of these engines in other vehicles didn't have the balance shafts so they are not that important in my opinion.

The water is supposed to sink to the bottom of the filter, and that is why most diesel filters have a plastic thing in the bottom so you can drain it out every now and then.
But if you get a gallon of water it won't cope with that
One I did was a bkp in a VW passat Estate, which was much easier because it was a transverse with no cross member, and this one which is a blb.
You have to bung the oil feed for the balance shaft unit and chop the pick up pipe a bit.

I converted mine to the old 1.9 chain driven oil pump which doesn't have the balance shaft unit and doesn't have the same problems.
But it's not an easy job.
The cross member is in the way so you need to drop that. Before you can get the sump off.
Its wrong for the a4 anyway,
Its more for the b6 Passat or a3 transverse engines.
A4 os wheel nuts/wheel liner off = not needed you need to take the front end off or put in service position on the a4 and either undo engine mounting and lift engine a bit to take sump off or drop sub frame.
The egr cooler is prone to leaking water into the air intake on these,it causes lumpy start up and white smoke/steam on start up,but they are expensive to replace so would have to be 100% that it is that before changing or egr deleting which is still expensive as it is mapped out and blanked off.

You might be able to see if they have just marked the cam with pen instead of using the tools to lock everything in place,it doesn't sound like yours is far out and it might be corrected with vcds and small adjustment.
