It is the cam belt timing. Its done via vcds after a belt is replaced.
I'd ask the same question to the garage that did the work. And if they ask the same as you did "what's that" take the car to someone who does know. Or get them to as part of the repair you've already paid for
How can it be under the lacquer? That would mean its a manufacturing defect!

Assuming the saloon is same as avant the chrome goes inside the opening and it's like ridged underneath.
