I managed to do this with a dremel but not as much as yours. Still touches the bumper but the surface isn't curved with the bumper so theres a slight gap here and there lol

You could always use some of this to fill the gap.

Yes, but not by very much. Alternatively, you could always cut some rectangular slots in the underside of your bumper for the centre struts to slide up through.
