If it was my car I would check for a stuck relay as the contacts could be welded shut once you find the relay I would tap it firmly this may be enough to separate the contacts and then you could replace the relay as this would rule out the relay coil being supplied with 12 volts from the ecu failing this I would suspect the radiator temp sensor on the bottom hose on the radiator I would also check it with vcds.
i am not sure tbh but I think the relay would be under the bonnet in the fuse box however your car has 2 coolant temp sensors one one the block and one on the rad I have seen a few post that the r32 golf has a fan module not sure if our cars share this part . I think fuse 54 is the fuse to remove under the bonnet to stop the fans meantime but don't drive like that I also would have thought if the module existed on our cars was faulty it would show codes .
