191 is a realistic figure for a standard remap on an AEB/ APU. What other mods are on the car?
The dyno daze rolling road next door is a very smooth dyno, if there are glitches and occilations in the graph its down to boost or fuel (n75 or DV?)
21psi can work out to around 250lbft.

The stock AEB timing advance maps are enough for stage 2 as long as the exhaust flow is good and the fuel is super unleaded / v-power. Cheap fuel and poor exhaust flow will give high CFs.
Lean conditions can cause high -CFS? Might be worth having a quick wideband log of the AFR to make sure all is safe. But saying that an AGU AEB will run happy all day long for years with CFs of 8-10 as long as there is a window for the ecu to run corrections your fine. I would worry with all 4 cylinders pulling the max OBD recorded -12CF with very little room for error reduction. The CF is not actaul knock or pinking its the added ecu knock reduction routine to tame knock sensor voltage. Pulling a -3cf and -9CF is just as safe/worse as each other, the ecu has control of the timing.

Nick: this isnt an AEB.
Its an ME7.1 APU engine, which hes been messing with using an MBC to up the boost and a Diode on the MAP sensor to hide the additional boost from the ECU so it doesnt go into limp.
Its probably cutting throttle due to the bodges, and its entirely likely its running lean.
