local body shop ftw halfrauds do s**t paint used there mixed stuff before and it chipped away very easy with 3 coats of laquer ontop.
body shop will be able mix what you want you could give them the paint code and ask them to add extra in if you want westy so pearl in the green would look good would make it a 2 stage paint last longer as there is two layers to get through to get to the base (3 if including laquer)
go to the body shop ask them for a mix tell them what you using it for and they should alter the mix to accord to what the paint is going to be used for should be a thicker paint for the wheels so the paint does not chip or flake easy.
2pac: is good paint hard wearing very basic colours (ie no tints or pearl's solid colours mainly)
water based: go nuts any colour you can think off have a look on the house of kolour website they have some crazy paint colours on there if you want the wheel to stand out on track.

i do remember a guy who used to have a green mondeo with black wheels the body was coloured using the house of kolor glow in the dark paint so when the car ever went past it looked like it was floating cause the wheels were black and the car was glow in the dark looked nuts.
if you wanna test a bit of glow in the dark paint i know b&q sell it in can's
Also just spoke to "spit & Polish" in Kent and they will refurb them and powdercoat in any colour I want for £66 a wheel including the VAT so that's £264 for the set and they will be in mint condition. Less hassle and a perfect finish.
You can powdercoat those wheels in Green for £80 in Birmingham, or pay £120 if you have the tyres still on, they will remove, refit and rebalance them for you.

For 4 wheels, yes! Infact, they got my BBS RC's there right now, and they're not charging me extra for the centrecaps and aluminium nut, after split them myself!

Nah you dont mate, as you will have seen the bumber is like jelly in your hands and flops everwhere so it will be compliant....
You need to sand the covers down alot too
