I'd start with a good know setup so using a Laptop or PC you know is working make sure that you get a lease on the cable that is plugged into the XP workstation.
I take it that a) the DHCP server is up and running b) that is has leases left to give and you haven't run out in your range.
Try setting it to a know spare fixed IP to confirm that the Hardware / Driver is all working OK.
There some things to check - try.

Just gave it a static IP address and that works fine.
DHCP is fine and has loads left.
Going to bin the PC and get another one.
Dont really have time to mess about it with it for to long, so trying another one and come back to that one.
Watching film trailers might not help with the lack of time we have at the moment. lol
