Help needed inside my wheel arch.

Had the car up on axle stands today as i am touching up my arch lips where they are starting to rust. when i took the liner out i noticed this

cant help but think that above my red arrow there is something missing. Same on both sides

what you think??

iv never seen that when iv had my b7 in bits
looks like a bolt bush should go there

Thats exactly what i thought, but there is a 10mm gap between each bit.
Would need to be some spacers in there too.
