How are you using it?
(routine would be usual wash then spray on (undiluted - this is a must) leave for 90 seconds or so, wipe the panel gently to break the bond between the tar and paint surface, then rinse thoroughly.)

Must be using it wrong I would guess, I use Tardis and its the best tar remover i've ever used, imo nothing else even comes close.
I spray on with a minijet, leave for a couple of minutes, then wipe over with a microfibre cloth then rinse the panel after.

Maybe the dirt your trying to remove isnt tar based? Could be debris from brakes in which case something like iron cut would be more appropriate

I only did my alloys as I had half day and had nothing better to do.
The process I used:
- Spray off thoroughly with a jet wash
- Clean alloy with soapy water with microfibre wash mitt
- Dry thoroughly with microfibre cloth
- Spray Autosmart Tardis (Undiluted) and leave to dwell for 60 seconds
- Wipe off with microfibre cloth
- Jet wash again to finish
I must be going wrong somewhere in the process?
I'm yet to try the paintwork so I'm hoping for better results, not very confident though

You want a dedicated wheel cleaner, surely? I wouldn't have thought there'd be much tar on your wheels, mainly hardened brake dust?

yu can use tardis on wheels, spray on cloth and rub the tar spots that are on wheels. as for a wheel cleaner to do the whole wheels try billberry wheel cleaner, once clean and then sealed the wheels can be washed with your shampoo you use on the car. the protection should keep them in check if you wash them every week especiallyin winter months.
tar and glue is the bst thing out there for gettin rid of the stubborn bits that will be on paintwork and wheels, justdont leave it on too lang thats all

As said mate Tardis is an excellent product for removing Tar, it literally melts the tar off when sprayed directly on so you cant really use it wrong apart from leaving it on too long or not rinsing it off after properly
As far as break dust bonded to the wheels goes a dedicated wheel cleaner will get the results you want, if they are bad or were not sealed before winter then you might want to spray the cleaner on undiluted and let it go to work before aggregating it with a good wheel brush! Then wipe down with Tardis, then get the clay bar out, and finish with couple coats of wheel seal! See how easy it is to keep them nice after that lol

Just got some Tardis last week and I'm truly astounded by it! I put it on the wifes car after it was cleaned and we were amazed at all the brown dribbles that appeared(tar dissolving). Car looked clean before!
its suprising how much tar gets on your car in such a short time i was shocked the other day i washed the car two weeks ago no tar at all as i got it all off not long before then and now there is tar all up the sides mind you they have been doing alot of road works around by my house so prob from that
to the o.p it sounds like brake dust has bonded on to the wheels surface were the sealed at all ? brake dust is a right pain to get off sometimes use wheel cleaner neat and use a wheel brush to agitate it but dont leave it on too long as t could do more damage than good lol if its still there then try using a clay bar to see if that'll get it off once its all off seal the wheels they are much easyer to clean next time then
