Brake vacuum pipe is 1/2" dia according to the link from UKMKIV's.
Pat who did the write up mentions using a 1/2" piece of nylon rod to block the port (that is what your asking isn't it or should I go back to sleep?

Not sure but wouldn't a vented to atmosphere can be in violation of emissions regulations come MOT time?
Seeing as we have so many sensors in the engine area wouldnt the sudden "loss" of air in the system mess up all the values so the ecu is going to "compensate" for the loss of air, eg go into limp mode as it thinks theres a boost leak.
