Mk2 golf 1.8t.... few issues

Hi please help

When I accelerate regardless of gear or if warm or cold the car whistles sounds like a police siren at low revs...
Is this normal or something about to go?

2nd issue

When driving at a steady pace and all of a sudden floor the gas pedal the car judders before it picks up speed..


The guy I bought the car from said the engine had work done to it by the previous owner and has always been like this for the past 4 years

Any ideas??

Sounds like the turbo is on the way out

Faulty plugs, coil packs or both

Just to add..

It does not whine if i rev the engine while standstill only when im driving
