we are thinking about getting a fleet of vw caddy vans at work, is it possible to install a speed limiter into the ecu etc just by using vagcom?

No, you'd need to do some hard coding for that into the ecu.

Maybe give a mate a ring at AMD Surrey 01483 726001, ask for Simon, maybe he can talk to the programmer to see what they can do for you.
