Absolute piece of cr*p. If you work out how much electrical power is needed to produce a decent increase in air pressure, bearing in mind, there is already a huge 'pump' in the form of the engine already sucking air into the cylinders, at the flow rates needed to supply a petrol engine, you would need a pretty damn big motor, and it would drain your battery in no time.
A normal turbo anything up to 6-7psi, and a diesel turbo ~10-11psi
I did see an article a few years ago where someone had built one which ran off capacitors, and could give a few seconds boost, but then would need a few minutes to recharge, so might be of benefit at a the lights, but that's about it.
