I think there's a lot more to this story than what the papers are reporting.
I don't think she got tagged just because of the goldfish. Apparently she also sold a gerbil to another boy, who then drowned it in a cup of coffee. And she was keeping a budgie (or some other bird) who had a broken leg and messed up eyes and had to be put down.

Maybe it was OTT to tag her but she deserved some sort of punishment I reckon, maybe a fine, because she's running a pet shop and selling animals to under 16's when the law says you shouldn't (backed up by the boy killing Kevin (the gerbil)).

So... heavy handed, yes. But I bet she sorts out her shop and who she sells to in future.

Some of these pet shops are disgusting. I wonder if her's was one.
