An online explanation offered so far, is that we as humans have fine tuned our responses to the way an incandescent bulb illuminates, and the near "instantaneous" illumination of the LED array doesn't instantly or always register in our conscious/subconscious.

But who knows. Blink and you could miss it (change of state) ?

More research and data required probably! Interesting though, given some members rear-endings on here!

The US are way behind Europe for road safety. Their traffic police don't even wear any form of high Vis on the freeways....
 
Bit of an old-fashioned view, in some ways NHTSA are way ahead of Europe, the transparency mandated on TSB's and recalls for example - we just don't get visibility of those in Europe.

Other ways not so good - the current legislation of discreet dipped and main beam lighting, for example, is preventing the introduction of Matrix LED headlamps.

In other ways NHTSA have led the world, for example with tethering of fuel caps, the internal release of boot (trunk) releases, the mandating of ant-glare windscreen wiper and arms (no more chrome arms) etc. etc.

Thought it was more likely to tail someone & pull them over at an exit if possible & only pull someone on the M way if they were being really stupid?

Seen plenty where they just pulled someone on the freeway for the likes of a tail light out or random stop etc. Only to be wiped out by someone half asleep / rubber necking.
