sticky veins on a turbo

anyone every had this befor and what was your symptoms.

mine is driveing then when you take your foot of the excelerator and put it back on agan the car pulles back then the turbo kicks in feels like you are breakinging when you put your foot down agan for about 3 sec then it starts to lift agan

any help will be great.#
