What is a anti-lag system?

I heard this mentioned by Richard Burns during last weekends WRC round. Basically, he said the anti-lag system had failed, and he was having to slip the clutch to keep boost up.

So, what is it?

Do our VAG cars have a similar technolgy built into our ECU's to make the turbos spool up quickly? If so, do any of the tuners adjust this when re-mapping?

IIRC its a way of keeping the tuerbo spun up on gear changes hence the big pops and bangs..
