a company could set up a scheme like opc, but just watch out for nice cars. get the reg, find out its address and steal it.

Nope, they are the Parking Control "Contractors" for those Car Parks, they can "legally" (very dodgy legality) pick your car up and take it away for "Illegally" Parking.
Of course Who/What/How it is deemed "illegally" parked is up to them, therefore they can do what the like.
The Intimidation, Threats, Violence starts if you kick up a fuss, these are not "nice people"

Seems bizarre to me that these thugs can deprive you of your property without just cause(sounds like theft to me), and the police are not interested.
