£2000 discount plans for buying a new car

Link above - looks like government will introduce scheme for £2k discount if you take a 9 year old plus car to the scrappies and then go out and buy new or nearly new replacement...

Time to invest in a nine year old plus banger for £200 before prices go through the roof for them!

Any thoughts on this....!
 
People have 9+ year old cars because they can't afford to replace them not becuase they need a cash incentive to buy a new one.
