Whats with the cameras that are mounted on blue and green 'lamposts' that are dotted all around the country these days?

Also, anyone know anything about ANPR? A friend says they dont recognise the smaller square shaped number plates like you see on motorbikes and 4x4s, true or false?
 
Not sure about the cameras mate - can't say I've noticed any of those... There's a rough estate near work that has black and white lamp-post type things with CCTV on every corner; but not noticed any of these blue and green jobbies...

On the ANPR question, it largely depends on the particular system deployed. ANPR systems are available from a number of manufacturers; and AFAIK the majority of them have software sufficiently developed to recognise anomalous things like square or inverse (white text, black background) plates. Some of them are even so advanced that they can use clever cameras and image filtering to identify and reduce the brightness of headlights resulting in plates being readable at night too. Around us we have a few blue cameras ontop of blue poles. These are the RAC trafficmaster units.
