what am i missing, where is the scam ?

here is what im looking at,

1 flat, owned by a guy who is into the buy to let deals, he has a 1 bed flat that has been empty for about 1 year, his mum has been pitched to be living in it even though she has an apartment in MK, the mother has slept there a few odd nights a week but not enough to be said as a resident i.e. over 4 nights,

so what's the scam? is she claiming half price council tax for having a 2nd home or getting some kind of HB for the 2nd place?

or am i missing something ?

Cheaper insurance if the property is occupied, but she just checks in from time to time? Does there have to be a scam?

Not sure from your description, not very clear.

The is capital gains tax on 2nd homes, but none on main property. But that doesn't sound like it.

Maybe she has another fella?

i cant say too much about this person apart from the fact that she has meesed with a few residence in our area and caused a few problems for no real reason apart from shes a fussy fooker, she claims to be whiter than white but we all smell a rat, be nice to send her one back in the post like,
