I don't think it will happen. The problem is there is too much variation in the sunrise time between the South of England and the North of Scotland. Putting us on the same time frame as continental Europe would leave Northern Scotland in the dark until mid-morning in the winter months.

east / west split doesnt seem to actually make any difference if you look at how the time zones are actually set out across the globe looking at this pic.
