HELP naming a Part? + part number

[shaz A3 Tdi]

HI ppl i need help pls i need part 25 from the pic below OR the link! its for a 2000 A3 Tdi (AGR). Iv been told its an Actuator but i cant buy it without the whole turbo unit??? is that true or does any1 know where to get one from PLS!!! OR IS THAT EVEN the correct name for the part????
