turbo problem on tdi, should actuator bar move when revving?

car in question is 1996 audi a4 avant 1.9 tdi 110 bhp

i have power problem with turbo not kicking in hardly at all. have checked for leaks and replaced mass air flow meter. now it's a suspected faulty n18, n75 or turbo actuator.

my question is should the bar on the bottom of the actuator be moving up and down to engage the turbo while the car is standing and i'm revving the engine? i have been told both yes and no from 2 different mechanics.

mine doesn't move at all. if it is supposed to move could it still be the one of the other suspects or is it def the actuator?
any help appreciated, thanks
 
Turbo shouldn't be making any boost at standstill, not sure how car knows though, must be from speedo not reading etc.
